The Wallace Foundation has issued a report examining its State Arts Partnerships for Cultural Participation (START) initiative, which was launched in 2001 to help state arts agencies develop policies and practices to make the arts a greater part of more people's lives. The report, From START to Finish: Lessons From the Wallace Foundation's Work With State Arts Agencies (24 pages, PDF), outlines the history of START, assesses the accomplishments and shortcomings of the initiative, and discusses lessons learned. According to the report, the initiative helped most of its thirteen grantee agencies place more emphasis on arts participation. However, it is unknown whether START funding ultimately led to more people becoming more engaged in the arts.
