Although the federal No Child Left Behind law was designed to promote consistent education standards in the nation's schools, the authority to regulate teaching policies still predominantly rests with state governments. The result is a wide variation in state policies, as detailed in the 2007 State Teacher Policy Yearbook (126 pages, PDF) from the National Council on Teacher Quality. The report identifies twenty-seven goals for improving teacher quality in the areas of recruitment, preparation, licensing, evaluation, and compensation, and recognizes states modeling best practices in these areas.
