To help address these and related questions, the Oakland-based Public Health Institute, with funding from the W. K. Kellogg Foundation and USAID, developed EvaluLEAD: A Guide for Shaping and Evaluating Leadership Development Programs (51 pages, PDF). Based on the experience of seventeen organizations that field-tested the institute's approach, the guide provides a framework for evaluating leadership development based on values, norms, and performance factors, and also supplies a step-by-step map for creating a leadership evaluation plan.
